Start with the pivot document. If it is responsive, you can review the near dupes quickly for differences and tag them all with a single click.
If the pivot is irrelevant, you can discard the near dupes quickly as well.

We show the master email in red, which typically includes the text from all prior messages. Reviewers begin with the master and can then tag all the emails in that conversation consistently and quickly.
